Our approach


We adopt a Programme Science approach, which is defined as the systematic application of theoretical and empirical scientific knowledge to improve the design, implementation, and evaluation of public health programmes. Programme Science ensures a right mix of intervention for the right geographies and populations; optimal delivery mechanisms and options; real-time monitoring; and tactical and strategic adaptations through forums for interaction between scientists, programme and policy leaders, and implementers. The Programme Science components in PHDA’s programmes include the following:


Programme intelligence

Mapping and size estimation, sexual ethnography studies, community consultations

Programme implementation

Development of scalable models, standard operating procedures for interventions, capacity building of implementers through mentoring and hands-on experience

Programme evaluation

Real-time data monitoring, population-level outcome studies, policy outcome assessments
